Winmodem is a synonym for a softmodem where drivers are generally only available for Windows.

A softmodem relegates a large part of its functionality from hardware to software. The upshot is that the functionality of the modem is dependant on the drivers you have for it.

In general, softmodems and winmodems are difficult to get working on Linux. The Linmodem site attempts to provide drivers for those stuck with this kind of modem.
