Druid is a free (GPL'ed) GUI tool for creating SQL databases. It runs in Java for platform neutrality. Define your schema using the graphical interface. Then generate dialect-specific DDL to create your database. Comes with plugins for PostgreSQL, MySQL, DB2, Oracle, and others. Also displays Entity/Relationship views.

The project website is quite spare but there is extensive pdf documentation in the downloaded package.
