A game engine is a program that allows users to play games that are stored in data files. The engine simply reads the data files, interprets them, and acts accordingly. There is no standard about how game engines work, or any interoperability between them. The engine will take care of user interaction, drawing on the screen, and pretty much all that boring stuff, leaving the game creator to create content for the engine.
