Articles either need to have content or they need to be dead links or stubs so they show up on the dead links or stub links. If articles are filled in with 'this needs to be filled in' they *look* like live links but don't link to 'unfinished' - they only show up as 'short'. So they're not likely to get the attention they need, or at least not as quickly.
