Editing non-editable pages

2004/06/02 - I just saw a topic something like this, but lost it. I think the procedure should be:

• Edit the corresponding "discuss-this-page", to start a discussion of the suggestion.
• Insert a link to the discussion page for the topic to Suggestions, above in this page, so that a moderator can find it to revise, accept, or deny.
