Link local addresses are IP-numbers within the range 169.254.1.0 to 169.254.254.255. Link-local addresses are used to automatically assign an IP address to a device in an IP network if there aren't any other assignment methods available like a DHCP server.
A proposed IP-address is verified by an ARP-query on the network; non-response marks its availability.
