SVG (Scalable Vector Graphics) is a vector based image format. It's actually an XML language that describes an image with vector shapes, text and transformations on these objects (but it also allows including/linking of other bitmap image formats).
The advantage of using XML for this, is that it allows easy extending of the format to include other data and also allows it to be used in other XML languages (e.g. XHTML).

- GIMP -- Actually a bitmap image editor, but latest 2.0 release got some support for SVG
- Scribus - Can import as well as export SVG
- Batik - is a part of the Apache XML project
