The stable version of a software is the version intended for users, not for developers of the software. It is supposed to not contain un-finished features and to be more stable meaning more bugs have been fixed. Typically, the reason why to publish a non-stable development version of a software is because it has more (un-finished) features.
As an example of this is the Linux Kernel, where they link to their most recent stable release of the Linux Kernel.
