Telinit is run by a privileged user (usually root) to change runlevels on the fly. Its syntax is generally invoked with:

/sbin/telinit 3

Where 3 is the desired new runlevel.

Telinit is the co-existent tool for init to control and change runlevels as set in your /etc/inittab.
